Chapter 14 - The Twelve Names
Julian did not defend his father.
That surprised everyone except me.
By now, I expected complexity.
“Which closure did Vittorio sign?”
Reed family.
Nolan went completely still.
The same family.
Why would Vittorio mark them paid?
Document attached.
Eight years after Harbor Nine.
Catherine Reed accepted structured settlement?
Signature.
Nolan’s mother.
But she had told Gabriel later she never received reserve.
Could she have signed a compromise?
Nolan called her current care facility.
She had cognitive limitations after stroke.
Still lucid some days.
He asked whether she remembered Vittorio DeLuca.
“Yes.”
That stunned him.
“What happened?”
Nolan put her on speaker only after she agreed.
Catherine’s voice was weak.
“Your brother’s boss.”
“No, Mom.”
“Vittorio.”
“Oh.”
Long pause.
“He came to the house.”
“Why?”
“Money.”
“Did you sign something?”
“Yes.”
“Did you get paid?”
“Some.”
“How much?”
“Enough for mortgage.”
Records showed $120,000.
She accepted partial cash settlement in exchange for closing reserve claim.
Why had Nolan thought no payment?
She hid it.
Used money to pay mortgage and medical debt.
Then later told him reserve stopped.
Both true.
Vittorio’s closure was not fully forged.
It was coercive or underpaid maybe.
But Catherine signed.
Why mark “paid in full” when only $120k against $700k plus?
Because agreement waived remainder.
Was that legal?
Potentially.

Debatable.
Then Nolan whispered:
“She did not tell me.”
Catherine answered:
“I did not want you becoming like Michael.”
“What does that mean?”
Michael Reed had confronted DeLuca managers over safety before Harbor fire.
He was outspoken.
After his death, Catherine wanted Nolan far from docks.
Instead he ended up Julian’s bodyguard.
Life mocked plans.
Then Vittorio’s role.
Thomas’s confession said:
Vittorio signed closure after Dominic told him families wanted immediate cash and release.
Vittorio failed to verify.
Again.
Later discovered some releases manipulated.
Tried restoration.
That aligned with Julian’s documents.
So Vittorio was guilty of negligence and perhaps unfair bargaining, then attempted repair.
Not mastermind.
Then Charles Morrow’s name.
He admitted witnessing several releases.
Did he know amounts inadequate?
“Yes.”
“Why?”
“Families needed money immediately.”
“That is not an answer.”
“It was the justification.”
He knew.
Then Thomas himself.
He admitted three false investigator verifications under coercion.
The sealed letter continued:
I told myself three signatures would keep Maya safe.
After the third, I understood Dominic would always ask for a fourth.
So I ran.
Then:
Evelyn refused to come with me.
She said Maya needed one parent who did not live inside excuses.
That hurt.
My mother had stayed.
Then Thomas sent reserve evidence to Kessler and Vittorio.
Vittorio began restoration.
Then Dominic died.
Some threat ended.
Why not return?
Thomas wrote:
Because by then Maya believed I was dead, and returning meant telling her I had chosen cowardice for years.
He stayed away because the lie grew heavier.
Not danger.
Shame.
That was harder to forgive.
Then the list’s banker.
Margaret Hale.
Still alive.
Eighty two.
Former Harbor Federal vice president.
She agreed to speak.
Her testimony produced the biggest financial correction.
North Harbor Civic Fund was not designed to steal money originally.
It was created because reserve had tax and investment problems.
Families were supposed to retain subaccounts.
Dominic and Charles changed administration later.
The damage happened through individual closure deals and record collapse.
Not one giant theft.
Then Margaret said:
“Thomas discovered duplicate death certifications.”
His own among them.
He believed system could be manipulated to close accounts when beneficiaries vanished.
How many times actually happened?
Three disputed.
One Thomas.
Two clerical.
No mass murder.
Then:
“Who had authority to issue closure?”
Multiple.
Vittorio.
Dominic.
Morrow counsel.
Bank.
Too distributed.
That is why accountability vanished.
Then Lena’s auditors calculated likely unpaid or underpaid current claims.
Not thirty one million.
Estimated nine to fourteen million depending waivers and interest.
Still huge.
The frozen Harbor Federal reserve had enough to cover many if court validated.
Good.
The case could be repaired without stealing charity money from current programs.
Then Samuel Kessler’s murder.
Still unresolved.
Elias suspicious.
Gabriel wounded.
Thomas alive.
Charles entangled.
Who had motive to stop reopening?
Many.
But one concrete new clue arrived.
Samuel’s fatal bullet matched a registered pistol.
Owner:
Thomas Vale.
My father.
Police had his firearm registration from Virginia.
The weapon itself missing.
I stopped breathing.
Could be stolen.
Could be used by Thomas.
Then ballistics caveat.
Registration matched model and serial recovered from shell casing microstamp? Guns don't microstamp generally. Better: shell casing found had firing pin pattern later matched to another casing from Thomas's legally registered pistol test fire on file? Not usually. Police can compare if gun recovered. Since not recovered, can't match. Let's instead say caliber and ammunition brand consistent with Thomas's purchased ammo, not enough. But need stronger twist. Maybe surveillance shows Thomas bought same uncommon ammunition. Still not proof. Let's do:
Police found an unfired cartridge near pier with partial fingerprint Thomas and same rare ammunition as fatal casing. That places his ammo but he had been there earlier. Not enough.
Then Thomas called.
“I did not shoot Samuel.”
“Your ammunition was there.”
“I gave Samuel my pistol.”
Why?
“Protection.”
“When?”
7:58.
Before leaving.
So Samuel may have possessed Thomas’s gun when killed.
Was fatal bullet from Thomas gun?
Weapon missing, unknown.
Then:
“Who knew Samuel had it?”
Thomas answered:
“Only one person.”
“Who?”
“Anna.”
Samuel’s daughter.
She had been cooperating.
She knew about meeting.
Could she be?
No random accusation.
Then Anna’s phone location at time of murder.
Near pier?
Her stated location Boston hotel.
But cell records show Grayport.
