Chapter 8 - THE RECUSAL PLAN
The email did not say:
Create a family incident.
That distinction mattered.
It said:
Lead inspector has personal connection to Westbridge. If necessary, use family conflict to establish recusal.
Maybe someone knew my mother and brother lived there.
That information was easy enough to find.
Maybe they planned merely to argue bias if I inspected department.
Still improper.
But not evidence anyone orchestrated assault.
I refused to let paranoia write the story.
Brooke hit Mom because of money.
That had independent motive, evidence, and witnesses.
No sign Landry, Shaw, or anyone federal told her to do it.
The coincidence simply gave them an opportunity.
When my mother became involved in station incident, Shaw tried to convert that into total recusal.
Which he attempted.
That matched email.
Who sent it?
Shaw to unknown federal address.
Recipient domain:
justice.contract.gov.
Not a real public mailbox.
An external contractor relay.
Our cybersecurity team traced account.
Name:
Calvin Reed.
Federal compliance consultant.
He had helped Westbridge prepare previous grant certifications.
Not government employee.
Private contractor retained by city.
He also worked as subcontractor on federal readiness programs.
That explained access paths.
Could he obtain our roster?
Potentially through compromised Martin Sloan credentials.
Did he?
Logs connected his laptop to same Proton email used to send roster to Shaw.
Now leak had source.
Calvin Reed.
Why?
Money.
Westbridge paid his firm eighty thousand annually to prepare federal compliance.
He learned an integrity review might expose earlier certifications he helped assemble.
If reports proved false, his work faced scrutiny too.
He wanted warning.
He used stolen credentials to obtain roster.
Then advised Shaw:
If Hayes has family ties, challenge independence.
Did Reed know my family?
Public property records showed Helena Hayes address within jurisdiction.
My military biography listed hometown.
Enough.
No conspiracy around assault.
Just preplanned legal strategy.
Then Reed sent another email:
Prioritize domestic classification cleanup before 15th.
Cleanup.
Again.
He was directing audit preparation.
Did he tell them to falsify?
He claimed no.
Emails:
Ensure unsupported aggravated designations corrected.
Reasonable language.
Then:
Cases with no prosecution should not inflate reportable violence.
That is wrong if federal reporting is based incident, not prosecution.
He may have encouraged improper methodology.
The whole department’s incentives became clearer.
Not hidden cabal.
Consultant promised good metrics.
City wanted funding.
Captain wanted resources.
Supervisors wanted easy reports.
Everyone shaved edges.
Eventually edge disappeared.
Then Rachel Dean’s shooting stood as human cost.
I asked Monica:
“Do we know how many victims were denied services because coding?”
“Not yet.”
That became our priority.
Not punishing personalities first.
Find people.
Reopen referrals.
Medical documentation.
Protective order assistance.
Review repeat offenders.
The federal team expanded.
State victim services joined.
Landry was placed on administrative leave by city.
Pike too.
Shaw suspended pending investigation.
Not fired instantly.
Due process.
Michelle Ward cooperated.
Mercer remained patrol but under state supervision to avoid retaliation.
Jenna records access protected.
That was what accountability looked like at first.
Paper.
Access control.
Temporary orders.
Not cinematic handcuffs for everyone.
Then Arthur finally spoke to Mom.
I was not present.
Her choice.
She told me afterward.
“He apologized.”
“What did you say?”
“I asked why.”
His answer:
Because Brooke said if police believed Helena attacked first, bank would still consider Brooke stable enough for their application appeal.
I frowned.
“What?”
Brooke believed arresting Helena would damage her credibility and perhaps support argument that forged signature accusation came from unstable person.
Arthur knew that was wrong.
Still lied.
Also, Brooke threatened to leave him and take their savings if he contradicted her.
Weakness.
Fear.
Self interest.
He chose wife over mother.
Mom said:
“I told him I love him. I also told him he cannot come home.”
Good.
Boundaries without theater.
Then Arthur disclosed a second document.
Brooke had saved a screenshot of a message from Captain Landry after her old roommate case three years earlier.
Landry:
Your father was a good man. Keep your story simple and this will pass.
Brooke preserved it.
Why?
Because she used it as proof she could still get protection.
Tonight, before calling him, she texted Arthur:
Tommy fixed it before.
That showed expectation.
Then Landry’s old messages from three years ago were recovered.
To Pike:
Stanton girl. Family friend. Unless obvious weapon, keep misdemeanor.
There was obvious weapon.
Wine bottle.
Pike still downgraded.
Pattern of favoritism layered on top of statistical manipulation.
Landry protected city numbers.
He also protected connected families.
Brooke had both advantages.
Then Monica called me into command room.
“We have Calvin Reed in interview.”
“What did he say?”
“He says someone above Shaw wanted you off review.”
“Who?”
“He won’t name without counsel agreement.”
“Then wait.”
“He gave us one thing.”
She turned laptop.
An email attachment.
Not from City Hall.
From federal regional office.
Subject:
WESTBRIDGE INSPECTOR CONFLICT OPTIONS.
