Landry said the note meant:
Do not challenge Clara’s assignment until actual conflict occurs.
That was plausible.
Ugly.
But plausible.
He had been advised that family ties alone might not remove me.
So he waited.
If an incident involving Mom or Arthur happened, city counsel could request recusal.
Then Brooke called.
