Chapter 9 - THE VOICE THAT ORDERED MY LEGS BROKEN

Garrett Voss entered the secured interview with both wrists free.

No public spectacle.

No cameras beyond official recording.

He wore a plain uniform without insignia and carried the exhaustion of a man discovering that powerful promises had expiration dates.

Mara asked why he attacked me.

“Because she found the ledger.”

“Who instructed you?”

“The order came through Master Chief Hayes.”

Hayes sat behind the observation glass with counsel.

He did not interrupt.

Garrett described a voice call received through a protected command system.

Hayes ordered him to stop my inspection permanently without killing me.

The instruction said an injured commander could be replaced, while a dead commander would create a larger investigation.

“Why believe the order was lawful?” Mara asked.

“I did not believe it was lawful.”

“Then why obey?”

“Because Eric said Black Tide would protect us.”

“Your brother?”

“Yes.”

“What did you receive?”

“Money.”

“How much?”

“Two hundred thousand dollars.”

The attack had not been confused loyalty.

Garrett accepted payment.

Marcus, Cole, and Travis received smaller amounts.

They were told I had stolen equipment, planned to blame their unit, and intended to destroy their careers.

Garrett knew that explanation was false.

He saw the payment records.

He knew Northstar purchased the stolen gear.

He led the assault anyway.

Mara played the voice authorization.

Hayes’s tone was exact.

The breathing pattern matched.

The command phrases came from real recordings.

Digital analysis found tiny timing irregularities consistent with artificial construction.

The voice was likely fabricated.

The command channel authentication remained genuine.

Someone possessed Hayes’s protected key.

Only three offices could duplicate it.

Rear Admiral Rourke.

Deputy Secretary Mercer.

Harbormaster.

Michael Brennan.

Garrett said the written order carried a final code.

ANCHOR BREAKS BEFORE HARBOR OPENS.

Hayes closed his eyes when he heard it.

My father used the phrase during Black Tide planning.

Michael believed individual officers were anchors holding secret structures in place.

To expose the network, someone had to break the anchor.

Was I the anchor?

Was my command?

Or was Garrett?

The message ordering my assault may have come from Michael.

I refused to accept that conclusion without evidence.

The hearings began over the following months.

Garrett faced charges connected to assault, conspiracy, theft, and equipment substitution.

Travis admitted using the bar.

Cole admitted altering serial numbers.

Marcus said he joined the confrontation believing they intended only to seize my tablet, then continued after violence began.

Each man carried different responsibility.

None could disappear inside the group.

Liam acknowledged watching and failing to intervene. His cooperation exposed transfer routes but did not erase his conduct.

Rebecca Sloan admitted falsifying charity records and receiving improper payments.

Rourke remained under investigation for unauthorized operations, obstruction, and misuse of command systems.

Mercer stepped away from logistics oversight while her financial conflicts were reviewed.

No final tribunal had concluded.

Black Tide records were divided between classified review and federal court supervision.

The process moved slowly.

My rehabilitation moved slower.

Eleven months after the attack, I stood between parallel bars and placed weight on both legs.

Pain traveled through bone, metal, muscle, and memory.

I took one step.

Then another.

Hayes watched from outside the therapy room.

He had been removed from active response leadership during the investigation into his credentials.

I asked him to enter.

“Did my father order the attack?” I said.

“I do not know.”

“Would he?”

“The man I met would accept danger to expose something larger.”

“That is not an answer.”

“No.”

Hayes placed my father’s watch on the table.

Forensics had recovered one additional file from the hidden card.

A live transmission schedule.

The final signal had activated that morning.

It came from a Northstar facility in Virginia.

A cargo shipment was preparing to leave for an unknown destination under my command certificate.

The authorization video showed me standing beside the crates.

Not an artificial face.

A real woman.

Same height.

Same build.

Same dark ponytail.

She wore my service ribbons.

The camera angle never showed her clearly enough for identification.

Then she turned toward the microphone and used my father’s private phrase.

“A harbor opens when the anchor breaks.”

Continue to the next part: Evelyn returns to operational review and enters the Virginia facility where someone has been using her identity to continue Black Tide.
