Chapter 7 - The Affidavit

Melissa admitted signing the affidavit.

Her explanation made me hate her more before I understood it better.

Ryan had drafted it.

Statement:

Amelia had become irrational during pregnancy.

Amelia accused family of theft without evidence.

Amelia voluntarily withdrew from work.

Amelia asked Ryan to restrict her access to company systems.

Amelia locked herself in basement bathroom during “episodes.”

Melissa witnessed.

All false.

Why sign?

Because Ryan demanded every immediate family member sign “protection statements” after he began suspecting investigation.

Melissa believed refusing would expose her as whistleblower.

So she signed.

Then secretly gave agents copy.

Useful evidence of fabrication.

Still a lie under oath.

She knew.

Her attorney did not excuse.

That would likely become obstruction/false statement consideration.

Then notary.

A family friend named Beth Keller notarized without seeing me? Wait affidavit is Melissa's, not Amelia. She witnessed Melissa. Fine.

Ryan also prepared an affidavit for Maureen.

And Donald.

Family wall.

Then one for me.

Forged.

VOLUNTARY CARE AGREEMENT.

It said I requested Ryan secure dangerous objects, limit phone use, and “physically prevent elopement if needed” because prenatal anxiety made me impulsive.

My signature.

False.

Dated day before chain.

A therapist name referenced at bottom.

Dr. Sylvia Crane.

I had never met her.

Investigators contacted.

She was a licensed telehealth counselor who had once provided Ryan individual therapy, not me.

Her name had been copied from an old invoice.

She denied any recommendation.

Another forgery.

Then Ryan’s strategy became obvious.

If I escaped:

I was unstable.

If police came:

Restraint was protective.

If federal fraud surfaced:

I was compliance officer with mental deterioration who made erroneous allegations.

If forged filings appeared:

I had authorized access during leave.

He had prepared a story for every door.

The videos destroyed most.

That was why he wanted them deleted.

Then family court rejected his mental-health narrative for emergency purposes based on hospital documentation and criminal charges.

Protective order extended.

No contact.

No hospital visits.

Ryan remained detained initially because state violent charges and federal detention proceeding overlapped.

His attorneys sought release.

Prosecutors argued danger.

Evidence:

Chain.

Live footage.

Prior videos.

Forged care agreement.

Threats.

Judge ordered detention pending further proceedings.

Not conviction.

Protection.

Then my labor.

At 35 weeks, contractions intensified.

Dr. Porter gave treatment appropriate to stabilize, monitor.

I spent twelve hours convinced I would deliver.

Then contractions eased.

Baby stayed.

I named her privately in my head:

Evelyn? Too many. Let's choose Nora? Maybe "Lila." Let's pick Grace Carter? But after divorce she may choose Monroe. "Grace Amelia Monroe"? Maybe baby's surname legally Carter at birth if married, but can choose? Birth certificate surname can vary. Let's choose "Sophie". Yet overused. Maybe "June". Let's use "Elise." Amelia plans daughter name "Elise." Good.

I did not tell Ryan.

He had no right to the private name yet.

Then my own surname.

Carter.

I stared at hospital bracelet.

Amelia Carter.

I wanted it off.

Leah said divorce could take time.

Virginia has separation periods; if cruelty/felony maybe fault grounds and timeline. Could still require evidence. We can let story span.

Then corporate records.

HHS OIG uncovered 7,842 questionable claims.

Not all fraud.

After clinical review, about 2,300 likely unsupported or fabricated, with government payments approximately $4.7 million.

Ryan’s attorneys would contest.

Company accounts frozen? Only selected merchant/reserve and federal reimbursement holds, not employee payroll. A court-appointed monitor was installed temporarily after lenders and government action.

Donald resigned.

Board—family-owned? Could have outside investor perhaps. Let's establish company ownership:

Donald 45%

Ryan 30%

Melissa 15%

Employee ESOP 10%

Amelia none. She was employee, not owner.

Good. This prevents her magically owning company.

A restructuring officer kept legitimate patients receiving care.

Important.

Then one evening Agent Benton brought a printout.

“Do you recognize this patient?”

Name:

Margaret Vale? Avoid previous. Use Helen Rourke.

I looked.

“Yes. Home-health discharge review last year.”

“She died fourteen months ago.”

“I know.”

“Claims continued six months after death.”

My stomach dropped.

“How?”

“Under a physician certification bearing your compliance approval.”

I stared.

“Not mine.”

“We believe you.”

“Prove it.”

Benton nodded.

“That is what we are doing.”

Then he showed access log.

Submission came from IP address at Carter family estate.

At 2:13 a.m.

The night of my baby shower.

I remembered.

Everyone was at estate.

Ryan.

Melissa.

Donald.

Maureen.

Me.

My hardware key had been in my purse upstairs.

Or so I thought.

Who took it?

Melissa told investigators Ryan did.

But then another login occurred fifteen minutes later.

User:

MELISSA.CARTER.

Same claim batch.

She had worked beside him.

Not coerced in that moment.

Not afraid.

Profiting.

I finally understood.

May you like

Melissa had become whistleblower only after years of helping build the fraud.

And perhaps she had handed me the phone because she wanted to save herself almost as much as she wanted to save me.
