Chapter 10 - The Investigator They Hired

The private investigator was named Charles Bell.

Former NYPD detective.

Licensed.

No criminal history.

Eleanor hired him fourteen months earlier.

The Caldwell Heritage Foundation paid.

Why?

Official invoice:

Family asset protection review.

Actual target file:

MARISSA VALE.

Bell cooperated when shown warrant.

He thought he was investigating a high asset divorce risk.

Legal enough.

Eleanor told him:

“My daughter in law is hiding marital assets and planning to leave my son.”

He searched public records.

Property.

Corporate filings.

Travel patterns.

Nothing classified.

Then Anthony added requests.

Where does Marissa bank?

What days does she visit her lawyer?

Who is Sarah Whitman?

When is she out of apartment?

That last one mattered.

Bell followed me.

Documented when I left.

When I traveled.

He unknowingly helped Anthony time safe access.

Did Bell know?

No evidence.

He provided surveillance reports.

Anthony used them.

Then black folder.

One report:

SUBJECT DEPARTED RESIDENCE 0635. EXPECTED RETURN NEXT DAY.

That was the day Anthony opened safe.

Eleanor gave key.

Bell had no idea.

Then the foundation.

Where did $264,000 come from?

Government diverted funds.

Sloan routed through Tidewater Field Services.

A fake sponsorship contract paid Caldwell Heritage Foundation for a “veteran workforce gala.”

There was a gala.

Real.

St. Regis ballroom.

Speakers.

Auction.

Military charities mentioned.

But Tidewater’s $264,000 sponsorship was absurdly large.

Actual gala cost:

$138,000.

Foundation used remaining funds.

Private investigator.

Eleanor travel.

Art.

Then charity donations?

$21,000 eventually distributed to veterans organizations.

That made Eleanor furious when investigators called foundation fraudulent.

“We did donate money!”

Yes.

Stolen money can fund real charity and still be stolen.

Then my rank.

Eleanor had spent years calling my Army career decorative.

Yet she used my association to market foundation gala.

Brochure:

Honoring America’s Military Families.

Photograph:

Me and Anthony at a prior military ball.

Used without asking.

Colonel Marissa Vale listed as:

Honorary Military Patron.

I had never agreed.

That helped attract donors.

Again.

My identity as resource.

Then Bell’s reports contained something else.

He had photographed Peter Sloan meeting Anthony three times.

Why?

Eleanor wanted to know “which Army people Anthony was doing business with.”

She had evidence of their meetings.

Did she ask what business?

She claimed no.

Then one report:

Sloan enters Caldwell Strategic carrying government marked envelope.

Bell photographed.

Date matched third diverted transfer.

Eleanor retained copy.

She could no longer claim total ignorance.

Rourke asked:

“What did you think he was bringing?”

“Contracts.”

“Why were you surveilling your own son’s business meetings?”

“I wanted to know whether Anthony was lying to me.”

Irony almost killed me.

She distrusted him enough to spy.

Still joined the money.

Then investigators found foundation board minutes.

Eleanor approved $90,000 “consulting reimbursement” to herself.

Funds from Tidewater sponsorship.

She knew source labeled military veteran support sponsorship.

Spent on herself.

That became fraud.

Then one more line in Bell’s file.

Eleanor asked him to identify:

“Who Colonel Vale reports to when she’s not at Pentagon consulting.”

Bell refused.

He said:

“That crosses into federal security territory.”

Good.

Eleanor wrote:

Anthony says Peter can get it.

Peter Sloan again.

Then message:

ELEANOR TO ANTHONY:

If Marissa’s people ever look at us, we need to know before they do.

Anthony:

Peter will tell me.

May you like

They believed Sloan gave them warning system inside my command.

And for a while, he did.
